This budget has come out from the strategic plan, a strategic plan that was curved out of the agenda 2050. The agenda that targets 30 years.
“In the early days, such institutions would get money sign vouchers, and execute a purchase, payment without a preset budget, but today we go by a formal annual budget prepared and every start of a financial year.” the Prime Minister was quoted.
The Prime Minister further said, what is remaining is different ministries to put into action the laid plans of the year. He advised the ministers to work hand in hand with the representative to implement the laid budget
Oweki Owagonza Robert the Minister of Finance said the main emphasis of this years budget will put towards ” Streamlining the management of the Kingdom affairs.”
A 9.914 Billion ugx budget was unveiled and distributed in different sectors as per the below diagram.
The budget though with some differences but it has been set to emulate that of our country, and will always start at first of January every year.
The biggest part of the budget will go to renovations and management that may total to about 4.9 B ugx and health.
The sources of revenue that were put across by the finance minister are outlined in the below diagram:-
“The days are gone of people stealing the Kingdom’s money, those creating never exisiting things that take Kingdoms money they should be prepared.
Why would someone give money to W then to X, for X to pay Z. It literally means, if the amount was 5M Z will recieve 3M after all those middlemen. This will never happen again, but has been happening in the last 25 years, but all those are long gone.” Oweki Owagonza told the public.
“You can not speak about governance if there is no transparency, we have built financial systems.
We have introduced payments by cheques in the Kingdom, their is no cash, we shall be using cheques to keep track record of every payment done even after a number of years, we can know who paid, who was paid.” Oweki concluded.
