I have been closely following the current standoff at Masindi District Local Government that involved the closer of the District Chief Administrative Officer’ office by the District Chairperson LCV Mr. Cosmas Byaruhanga, the attempted impeachment of the LCV Chair by the District Councillors, the peace building meetings by the Minister of Bunyoro Affairs, Mr. Ernest Kiiza, that eventually collapsed at start and a number of letters by the Councillors on same.
Here is my view as a concern Citizen and a Citizen who wishes development for my District.
First of all, each party should respect their mandate and keep to their respective lines of work. The roles are clear for each party, therefore no need to pull ropes.
There should be a good working relationship between the Political and the Technical wings of the District. The political wing should be able to put in place conducive policies and bylaws for implemention by the technical team, and also carry out monitoring of the implemented activities.
The line ministries should intervene and provide support to the District in resolving the current impass. The Ministry of Local Government & the Ministry of Finance, Planning and Economic Development need to pay attention to the griviances at the District before the issues get out hand.
Constant fights at the District are unacceptable since they retard service delivery, at end, the local Man at grassroots suffers the consequences.
In my language we have a proverb that says “Entale Ebiri hali zirwanira, Obunyansi nubwo bubonabona”
My hope and any other development loving citizen is to see the current impase at the District amicably resolved and peace is restored.
